SpaceAid prints its Bamboo 4 Tier Drawer Spice Organizer at 17 inches long, 12 to 23 inches wide, and 1.4 inches high. Further down the same page it adds a sentence most shoppers never scroll to: "please ensure that your drawer is at least 3" high to accommodate the spice rack." The 1.4 is the body. The 3 is the drawer. They are different numbers, and only the second one decides whether the drawer still shuts.
Body height is not drawer height.
Three of the four numbers describe the tray. The fourth describes your drawer
A product page lists outside dimensions. Length, width, height, all of the object itself. That is what 17 × 12–23 × 1.4 is: the tray, empty, on a table.
The maker's 3-inch line is a requirement, not a dimension. It says nothing about the tray and everything about the space the tray has to live in. This site keeps the two apart on every record: the body goes in the dimensions column, the 3 inches goes in a requirements column of its own, and the size check compares the requirement against your drawer with nothing added and nothing shaved off. The maker set the number; the maker gets held to it, exactly as printed.
So write the four numbers down as two pairs. Tray: 17 deep, 12 to 23 wide, 1.4 tall. Drawer: at least 3 inches high, measured closed.
Width is the easy one, because it expands
The 12-to-23 range is the width, and the tray slides between those two ends. Against one maker's published drawer, IKEA's MAXIMERA medium drawer for an 18-inch cabinet, which lists 16½ inches wide, 16½ falls inside the range with room on both ends. Set it to 16½ and it fills the drawer wall to wall. Leave it at 12 and it leaves 4½ inches beside it for something else.
The 15-inch version of that drawer lists 13½ wide. Still inside the range. The 24-inch version lists 22½ wide on a 24-inch frame. Also inside the range, by half an inch at the top end.
One habit worth keeping with any expander: compare the range, but write down the width you will actually set. The maker's 12 and 23 are the two ends the tray can reach; the width it occupies is whichever number you stop at, and that is the number a second organizer beside it has to share the drawer with. In the 16½ drawer, a tray set to 12 leaves 4½. Set to 16½, it leaves nothing, and nothing is a fine answer if the drawer is for spices alone.
Where the range stops helping is below 12. An expander's minimum is a hard number, and a drawer whose inside width is 11¾ does not get the tray. A cabinet sold as "12 inches" is the trap here: IKEA's 18-inch cabinet gives up 1½ inches to box sides and slides before you reach the 16½, and a narrower cabinet gives up the same walls. The tray's 12 is an inside width. Compare it with your inside width, not the number on the cabinet door.
Depth is fixed at 17, so a shallow drawer is a no before you start
There is no depth range. The tray is 17 inches from front to back, and it does not shorten.
Against the same IKEA drawer, listed at 21⅜ inches deep, 17 fits with 4⅜ inches left behind it. CKF's drawer-size guide puts base-cabinet drawer boxes at 20 to 22 inches deep, so a kitchen base drawer usually has the room. The drawers that do not are the ones nobody thinks of as kitchen drawers: a bathroom vanity, a shallow desk drawer, a drawer under a wall oven. Measure inside the front to inside the back. If that reads under 17, stop here and keep your money.
The depth mistake that does get made in kitchens is measuring the cabinet instead of the box. That IKEA drawer sits in a 24-inch-deep frame. Twenty-four minus 17 looks like 7 inches to spare; the box is 21⅜, so the real spare is 4⅜. This tray survives the error because it is short. A fixed 22-inch tray bought on the cabinet number would not, and that is the arithmetic the 18-inch drawer guide on this site walks through in full.
The 3-inch line is measured with the drawer closed
Now the number that sends this tray back in the box.
SpaceAid's page gives the body as 1.4 inches high and asks for a drawer at least 3 inches high. The page does not say what takes up the other 1.6 inches, and this site does not guess. What it does say is enough: the drawer must clear 3, not 1.4.
Three inches from where? From the drawer floor to whatever is above it when the drawer is shut. Open, there is nothing above a drawer, and any tape measure will happily tell you the box is deeper than 3. Closed, the cabinet rail or the drawer above is there, and that is the reading to write down. The IKEA drawer lists 5⅝ tall, which clears the 3-inch line by 2⅝. A drawer that reads 2¾ closed does not clear it, and no amount of the tray looking thin in the photo changes that.
Did you measure with the drawer open last time? It is the easiest of these to get wrong.
One more thing about that 3: it comes with no allowance from the maker, so this site adds none either. If your closed reading is 3 on the nose, I would not order it. A tape reads to the nearest eighth, the drawer front sits a little off from the box, and a spice rack in a drawer that will not shut is the most annoying kind of almost.
Where the plan fails, in order
The height is taken with the drawer open. This is the first failure because it is the one this tray was built to catch: 1.4 looks like it fits anywhere, and it does, but 3 does not fit everywhere, and the maker's number is the one that counts.
The cabinet size is used as the drawer width. "Fits 12 to 23 inches" reads like it covers everything from a 12-inch cabinet to a 24-inch cabinet. It covers drawers with an inside width of 12 to 23. A 24-inch IKEA cabinet's drawer lists 22½ wide and clears. A 12-inch cabinet's drawer is narrower than 12, so it does not.
The maker's own phrase gets read as a promise. The page calls the size "a perfect fit for most kitchen drawers." Most is a word about other people's drawers. Yours is one drawer with three numbers, and "most" is not one of them.
The tray is bought before the drawer is measured. This is the one that costs money, and it is why this site's first page is a measuring guide rather than a product list.

Inside width, to the nearest eighth. Inside depth, front to back. Closed clearance, floor to rail, with the drawer shut. Then the tray's three: 12 to 23, 17, and 3.
Two of those tray numbers you can check against a range. The third has no range and no allowance. Measure closed, or do not order.
